    State social allowances

    Entitlement to the allowance is granted to persons who do not meet the conditions for obtaining the right to state social security pension, among citizens of the Republic of Moldova, as well as foreign citizens legally residing in the territory of the Republic of Moldova. 

     Beneficiaries of social allowances
    1. persons with severe, marked and moderate disabilities;

    2. persons with severe, marked and moderate disabilities from childhood;

    3. children with severe, marked and moderate disabilities up to the age of 18;

    4. children who have lost their breadwinner from the age of 18 or up to the age of 23 if they are in daytime education;

    5. the elderly;

    6. care, support and supervision allowance:

    - severely disabled children up to the age of 18;

    - persons with severe disabilities from childhood;

    - severely disabled blind persons.

    Manner of requesting social allowance

    · The application for the allowance is submitted in person or through the representative designated by proxy or power of attorney on the basis of an electronic signature, recorded in the Register of powers of attorney on the basis of an electronic signature, to the territorial office of social insurance of the place of residence.

    · In the case of severely, markedly or moderately disabled children up to the age of 18, the allowance is established by the mother's territorial office of social insurance, and in the case of the death of the mother - the child's father, ex officio, on the basis of the data available in the state information resources, consumed through the interoperability platform.

    · If the child's legal representative is the father, in situations other than that specified in the second sentence, or the guardian (trustee), the allowance shall be established on the application submitted personally by him/her or through the representative designated by proxy or power of attorney on the basis of an electronic signature, recorded in the Register of powers of attorney on the basis of an electronic signature, to the territorial office of social security of the place of residence on the date of entitlement.

    Deadline for determining the social allowance

    1. allowance for severe, marked and medium disabled persons, for severe, marked and medium disabled persons from childhood - from the date of the issuance by the National Council for Determination of Disability and Work Capacity or its structures of the decision of classification in degree of disability, if the application with the necessary documents was submitted within 90 days from the date of the issuance of the decision.

    2. child allowance in case of loss of breadwinner - from the day of the death of the breadwinner if the application with the necessary documents was submitted within 90 days from the day of death;

    3. old-age allowance - from the date of reaching retirement age, if the application with the necessary documents was submitted within 90 days of that date;

    4. care, support and supervision allowance - from the date of establishment of the social allowance or pension for persons with disabilities.

     If the deadlines have been exceeded, these allowances shall be determined and paid from the date of submission of the application with the necessary documents.

    1. people with severe, marked and average disabilities; people with severe, marked and average disabilities from childhood;

    - identity card;

    2. children in case of loss of breadwinner:

    - identity card;

    - child's birth certificate;

    - breadwinner's death certificate;

    - certificate of family composition;

    - certificate of education of the child between 18 and 23 years of age.

    3. older people:

    - identity card

    4. care, support and supervision allowance (severely disabled people from childhood; severely disabled blind people):

    - identity card;

     

    - certificate that they are not beneficiaries of the personal assistance service

     

     

    -   severely, marked and average disabled persons - 80% of the indexed minimum pension for severely, marked and average disabled persons, set annually by the Government;

    - persons with severe, marked and average childhood disabilities - 100% of the indexed minimum pension for persons with severe, marked and average disabilities, set annually by the Government;

    - children with severe, marked and average disabilities up to the age of 18 - 100% of the indexed minimum pension for people with severe, marked and average disabilities set annually by the Government;

    - children who have lost their breadwinner - 40% of the amount of the indexed minimum retirement pension set annually by the Government for each child;

    -   persons who have reached retirement age - 50% of the amount of the indexed minimum retirement pension set annually by the Government;

    - persons caring for, accompanying and supervising a severely disabled child up to the age of 18 - 80% of the amount of the indexed minimum retirement pension, set annually by the Government;

    - persons with severe childhood disabilities - for care, accompaniment and supervision 80% of the amount of the indexed minimum retirement pension set annually by the Government.

    - severely disabled blind persons - for care, attendance and supervision 80% of the amount of the indexed minimum retirement pension set annually by the Government.
