Monthly monetary compensation in exchange for the provision of food and food supplements to persons participating in the liquidation of the consequences of the Chernobyl accident and nuclear experiments, ionizing radiation damage and their consequences at civilian or military atomic targets

Monthly monetary compensation in exchange for food insurance and food supplements shall be paid to persons who have fallen ill and suffered from actinic disease caused by the Chernobyl nuclear power plant accident, as well as to persons with disabilities whose disability is causally linked to the Chernobyl accident, including:

a) persons (temporarily directed or sent on mission) who participated in the liquidation of the consequences of the accident in the disposal area or in other works at the Chernobyl nuclear power plant;

b) military staff, workers of internal affairs bodies, military subjects recruited in special camps, those who have served in the Armed Forces, in the troops and bodies of the Committee for State Security, in the internal affairs and railway troops, in other formations and have been involved in the liquidation of the consequences of the accident in the disposal area or in other works at the Chernobyl nuclear power plant during the period in question;

c) persons who came in 1986 from the disposal area and acquired citizenship of the Republic of Moldova;

d) persons (temporarily directed or sent on mission) who participated in 1986-1987 in the liquidation of the aftermath of the Chernobyl nuclear power plant accident in the disposal area, as well as military staff, workers of the internal affairs bodies, military subjects recruited in special camps, those who served during this period in the Armed Forces, in the troops and bodies of the Committee for State Security, in the internal affairs and railway troops, in other military formations and who carried out work in the disposal area to liquidate the consequences of the accident in question;

e) persons (temporarily directed or sent on mission) who participated in the 1988-1990 period in the liquidation of the consequences of the Chernobyl nuclear power plant accident in the disposal area, as well as military staff on special cantonments, those who served during this period in the Armed Forces, State Security Committee troops and bodies, internal and railway troops, other military formations and who carried out liquidation of the consequences of the accident in the disposal area;

f) persons who have become ill with actinic disease or disabled as a result of nuclear experiments, ionizing radiation damage and their consequences at civilian or military atomic targets.

Compensation is paid monthly by the payment method selected by the beneficiary and available through the government's electronic payment service (MPay).

The amounts of compensation established and not received by the beneficiary within 12 consecutive months are suspended. Payment of compensation is resumed on the basis of the beneficiary's application or representative appointed by proxy and the applicant's identity card, submitted to the social insurence body, and is paid retroactively for a period of 3 years prior to the date of application. 

Copies of the following documents shall be attached to the application for compensation:

a) identity card of the beneficiary, confirming citizenship of the Republic of Moldova;

b) identity card of a participant in the liquidation of the consequences of the Chernobyl accident, and for persons who became ill with actinic disease or disabled as a result of nuclear experiments, ionizing radiation accidents and their consequences at civilian or military atomic facilities the identity card or, where appropriate, certificates issued by the military centres of the Ministry of Defence.
