Sanatorium treatment tickets for persons who suffered from the Chernobyl accident
In accordance with the Regulation on the procedure for the provision of free tickets for treatment in sanatoriums and the payment of monetary compensation in exchange for tickets to persons who have suffered from the Chernobyl accident and employees of special risk subdivisions who have become ill with actinic diseases or have become disabled, approved by Government Decision no. 1152/2008, the National Office of Social Insurance (NOSI) carries out public procurement procedures for the purchase of sanatorium treatment services in accordance with the provisions of the Law no. 131/2015 on public procurement.
In order to implement the provisions of the Law on the annual state social insurance budget, which provides that the organization of health recovery through sanatorium treatment of beneficiaries of entitlements under the public social insurance system in accordance with the Law no. 909/1992 on the social protection of citizens who suffered from the Chernobyl accident and Government Decision no. 575/1992 on the granting of benefits to employees of special-risk subdivisions who have fallen ill with actinic disease or have become persons with disabilities is carried out by the NOSI, which annually concludes contracts for the purchase of balneo-sanatorium treatment tickets with service-providing institutions.
Once the contracts have been concluded, the NOSI distributes the sanatorium treatment tickets to the Territorial Offices of Social Insurance (TOSI). TOSI issues annually, free of charge, sanatorium treatment tickets to persons who have suffered from the Chernobyl accident as follows:
a) persons (temporarily directed or sent on mission) who took part in the 1986-1987 liquidation works of the consequences of the Chernobyl nuclear power plant accident in the disposal area, as well as military staff, workers of internal affairs bodies, military subjects recruited in special camps, those who during this period served in the Armed Forces, in the troops and bodies of the Committee for State Security, in the internal affairs and railway troops, in other military formations, and who carried out work on the liquidation of the consequences of the Chernobyl accident in the disposal area;
b) persons (temporarily recalled or sent on deputation) who in 1988-1990 took part in the liquidation of the consequences of the Chernobyl nuclear power plant accident in the disposal area, as well as conscripts, special cantonments, those who served in the Armed Forces, in the troops and bodies of the Committee for State Security, in the internal and railway troops, in other military formations and who carried out liquidation of the consequences of the accident in the disposal area;
c) employees of special-risk subdivisions who have fallen ill with actinic disease or have become disabled, military staff and civilian employees of the Armed Forces of the former USSR, troops and organs of the Ministry of National Security, internal troops, railway troops and other military formations, senior staff and troops of internal affairs bodies, who have participated directly in the:
- the experimentation of atmospheric nuclear weapons and radioactive warfare substances in applications in which such weapons have been used, until the date of actual cessation of such experimentation and applications;
- the underground experimentation of the nuclear weapon under conditions of exceeded radiation levels and other destructiveness of the nuclear weapon;
- the assembly of the nuclear weapon (the manpower of certain subdivisions);
- the damage clearance of nuclear installations on surface ships and submarines and other military targets;
- the underground testing of nuclear weapons, carrying out and securing work on the collection and burial of radioactive substances.
d) the persons who came in 1986 from the disposal area and received citizenship of the Republic of Moldova;
e) children born after April 26, 1986, up to the age of 18, one of whose parents was affected by the Chernobyl accident, and children evacuated from the disposal area.
To receive a sanatorium treatment ticket, persons who have suffered from the Chernobyl accident shall submit an application to the TOSI of their place of residence by January 25 of the reporting year, with the following documents:
a) the certificate of receipt of the treatment ticket (form 070/e);
b) the original and a copy of the identity card, confirming the citizenship of the Republic of Moldova, or, where appropriate, the original and a copy of the child's birth certificate;
c) the original and a copy of the identification card for participation in the liquidation of the consequences of the Chernobyl accident or nuclear experiments, ionized radiation accidents and their consequences on civil or military atomic targets;
d) the original and a copy of the certificate of the National Council for Determination of Disability and Work Capacity or its structures, or of the Disputes Commission of the Ministry of Health, Labour and Social Protection, confirming that the determination of disability is caused by the Chernobyl accident or nuclear experiments, ionizing radiation damage and their consequences at civil or military atomic targets;
e) the certificate from the workplace, confirming that he/she has not received a ticket through the establishment in which he/she is employed (for persons employed in work);
f) the certificate from the Social Assistance and Family Protection Section/Directorate confirming that he/she has not received a ticket through it.
